Background Investigation Process

In accordance with Department of Homeland Security requirements, all independent contractor disaster housing inspectors and support staff:


  1. must be U. S. citizens, and
  2. must have a "favorable" determination as a result of the Background Investigation process.

The Background Investigation process is described below with an overview and description of each of the steps in the process. Please read and follow the instructions carefully.

Part Two: e-QIP Online Process

The Background Investigation (BI) process consists of first, submitting fingerprint cards for an FBI fingerprint background check. Once fingerprints are submitted and you have received a “favorable” determination, you are then eligible to complete the second part of the BI process known as e-QIP (Electronic Questionnaires for Investigations Processing).

We encourage you to begin this process right away, as processing time varies and tends to be longer as we get closer to disaster season.

PLEASE NOTE: If you are a PB inspector and have completed one or both parts of the background investigation process with PB Disaster Services and have a current "favorable" determination, let us know. You may not have to complete the process with both contractors.
