The Background Investigation (BI) process consists of first, submitting fingerprint
cards for an FBI fingerprint background check. Once fingerprints are submitted
and you have received a “favorable” determination, you are then eligible to complete
the second part of the BI process known as e-QIP (Electronic Questionnaires
for Investigations Processing).
We encourage you to begin this process right away, as processing time varies and
tends to be longer as we get closer to disaster season.
PLEASE NOTE: If you are a PB inspector and have completed one or both parts of the
background investigation process with PB Disaster Services and have a current "favorable"
determination, let us know. You may not have to complete the process with both contractors.

The first step on the road to completing the background investigation process is
to submit your fingerprints and receive a “favorable” determination as a result
of an FBI fingerprint background check. To get started, please do the following:
- If you have not yet done so, complete the online inspector application found under
the Become an Inspector menu on the PaRR homepage.
- If one is available in your area, register for a PaRR Fingerprint Session to have
your fingerprints taken by a PaRR representative. Look under Current Activity for a current
schedule of PaRR Fingerprint Sessions.
- If unable to attend a PaRR Fingerprint Session, request a Fingerprint Packet from
PaRR by emailing the Background Dept at background@parrinspections.com.
- Review your packet to make sure you understand the process and the documents that
you need to return to PaRR. Your packet should contain 4 blank fingerprint cards
along with the following documents:
- Contact a local law enforcement agency or business that provides fingerprinting
services in your area and schedule a time to have your fingerprints taken. If you
have difficulty finding a location, contact us and we will be happy to assist you.
- Return your completed fingerprint packet to PaRR Inspections in the envelope provided.
- Wait patiently… PaRR will contact you via email as soon as we receive your results
back from FEMA Security. This process could take up to 4-6 weeks.
- Once we receive your “favorable” results, you will be eligible to complete part
2 of the background investigation process known as e-QIP. A PaRR associate will
contact you at that time via email to get your e-QIP process started.
REMINDER: If you are a PB inspector and have completed one or both parts of the background
investigation process with PB Disaster Services and have a current “favorable” determination,
let us know. You do not have to complete the process for both contractors.
e-QIP (Electronic Questionnaires for Investigations Processing), is part
of an on-line "e-government" initiative sponsored by the Office of Personnel
Management. e-QIP allows applicants to enter and transmit their background investigative
data over a secure Internet connection for review and approval by FEMA/DHS. Simply
put, the process includes completing and transmitting the online questionnaire,
then assembling and submitting a hardcopy packet of signed forms to FEMA/DHS for
processing.
You will be eligible to complete your e-QIP once your fingerprints have come back
with a “favorable” determination. PaRR will contact you via email at that time to
set up your e-QIP profile. You will be unable to access e-QIP until this takes place.
As soon as your profile is set up, you will receive an e-QIP instruction email providing
you with complete instructions and all the attachments needed to complete your e-QIP
packet. It is critical that you read the instructions thoroughly before attempting
to complete your e-QIP so that it is done correctly the first time, avoiding unnecessary
delays in the processing of your background information.
A hardcopy of the online questionnaire is provided here for you to print and use
to gather the information you will need to enter into the online form once your
e-QIP profile is set up.
